How to load .vcproj project in VS .Net 2003?

I had downloaded an example from microsoft website
(debuggingwalkt hroughs.msi), where this will install a Visual Studio Solution
with 2 projects (DebuggingWeb.c sproj and DebuggingCOM.vc proj). But, when I
try to open the solution (Debugging.sln) , it always give me the error as
follow:

The application for project
'C:\Inetpub\www root\Debugging\ DebuggingCOM\De buggingCOM.vcpr oj' is not
installed.
Make sure the application for the project type(.vcproj) is installed.

Can anybody tell me why does this happen? Thanks.

When I load a Visual C# project which has assembly references (dll references) that do not exist, I get a little yellow triangle with an exclamation point. But the project still loads. If I do the same thing with a Visual C++ project, I get the "Project <foo.vcproj> failed to load". I created a simple example of this to make sure it wasn't a problem in the way I set things up.

I had thought that all VC compile/link options could be set from within Visual Studio but apparently that's not the case. The .vcproj file seems to hold refs to old files despite changes to project config. In other words, there are NO refs to a given lib file within the entire project->properties menu hierarchy.
