I am trying to implement Partical Caching in a User Control that gets data
from DB and populates a combo based on:
1) GroupKey : An int Property that is known for each call (say Source=10,
Code=11 etc)
2) UserID : int, Stored in session
This combo is user specific so that each user has different combo contents
for different groupkeys, but these would not change for the user for a
groupkey.

I have a simple user control that I use for the footer of each page.
It has one line of text with things link comapny name and a few hyperlinks
to jump to other pages.
If I want to use partial page caching I could assign this directive to it:
<%@ OutputCache Duration="60" VaryByParam="none" %>
Then as each page renders it should pull the already rendered footer from
cache instead of re-generating it.

I've decided to code a web user control that uses the ASP.NET Repeater
control to render the output. This web user control obtains its data
from a web service. If I were to use fragment caching (<%@ OutputCache
Duration="3600" %>) with this control, will it call the web service each
time the page is requested or will it continue to use the web service
data until the cache duration expires?

I am unable to find appropriate documentation on the type promotion of bit-fields when using the generalised comparison operator "<=>".
