If the user disables all cookies then you cannot maintain a session between
pages. IE 6 allows users to block cookies that are written to disk and allow
cookies that stay in memory (session cookies).

There is no concept of temp/permanent cookie. A cookie is a cookie, the
"temp" ones are just cookies with no expiration time on them, so they
expire when the user closes the browser. So, turning off cookies would affect
ALL kinds of cookies.
