How to display all group headers even if there is not data for that group?

I have a report that lists names of people who are out of compliance in 6 different categories. Sometimes nobody is out of compliance in category 2 or 3 but I still want the report to show the header for that category. Whats the best way to do this?

Were I in your position I'd start by spending some very basic time & effort in writing out your question so those reading it have an understanding of what you need help with.

I can only guess that this report is based on a crosstab query, as that's the only way I know that columns, or Fields, might be missed out horizontally.

In a crosstab query there is a way to specify the columns outside of the data. I don't use crosstabs much myself but I do know that in the SQL version of a crosstab you can do this using the PIVOT clause.
