Fields not Showing in read only mode Access 2007

Hello im using access 2007 my fields are not showing on a form in Read Only mode, I checked and the fields are selected to be visible any tips on how to resolve this?

In Access, if a form is ReadOnly, then additions aren't allowed. If additions aren't allowed, and there are no records to be displayed, the controls are not visible. As soon as the underlying table/query contains a single record the controls will be visible!
