school bookkeeping tools

A lot of schools have fees and have database programs that allow for nice reports, but a lot of kids fall through the cracks. I am looking for, and don't know how to make it myself, a template that would have kids as one table and departments (high school) and courses in another that listed fees paid. This way I could easily tell who had paid and who hadn't and which teachers were diligent in collecting fees and which were not. That way I could be of more valuable assistance to those who were stressed out trying to track down kids who were ditching on their responsibilities. The db would also allow for kids who were on free and reduced lunch to be preset as paid.

While our SIS could do this, it does not (or our district did not get this module).

Anybody know if such a template exists?

PS our school size is around 2000 with around 100 teachers
