Including all cases

I am trying to figure out a database that was setu pby someone else.
There is 1 related variable that is found in each of 3 different
tables. For 2 of the tables, each case of that variable is present
regardless of whether the table has any other information for that
case. My problem is that I would like the 3rd table to include each
case of this variable as well, but it does not. It only has the cases
which have other information pertaining to that table. How can I get
this 3rd table to include all the cases the other ones have, and just
have the rest of the information be blank. I want to avoid entering
the missing cases manually.
