Database form lockout

After upgrading to A2003 - I have a tiered database (15 users) -
sometimes when a user opens a form it locks out others from accessing
the same form. Other users get a notice that the database is currently
locked. The form uses a query. Did not have this problem in previous
version. Maybe I need to try a recompile. I have already done a
repair / compact of all application and linked DBs.
