Weird behavior from custom menu/toolbar

P: n/a
I inherited a weird application. Part of it is in VB6 and part in
Access 2000. All of the reports and some of the forms are in Access
2000. The database is opened by the VB application.

Anyway I created a custom menu/toolbar. When the VB app opens the
Access database the original full menu is there even though in the
form/report I have picked my own menu/toolbar. However the full menu
is not active. When you click on it nothing happens. If you do a
right click all of a sudden my custom menu and toolbar appear and
everything works normally.

I know it's weird scenario but has anyone else seen this? What's
going on?
