Sorry, I'm still lost on this. The group header is the'front page' or cover
to the pupil's report. In the details section I have a series of Sub
reports, one for each subject. The final section is the Tutor's summary,
which is in the group footer.
What I'm trying to do is to produce a logo that appears on the pages
containing the reports, but the cover page, (and ideally the pupil's name
discretely at the bottom of each page, but also not on the first page.)
Following your suggestion, I've introduced a further section with this logo
in. Without the repeat section set it simply gives me a second 'cover
page'. With it set I get nothing but those pages repeated!
In essence I can see what the problem is. Each pupil's report is a report
in my terms, but because I want to print whole teaching groups at a go, each
is really a section.

Skip the page header altogether.
Put everything you need into the Group Header, and set its Repeat Section
property to Yes.

I must be missing something blindingly obvious.
If I don't want a page header to appear on a report header I set 'Not
with Rpt Hdr/Ftr' in the report. But I don't want the Page Header where I
have a group header. Wher can I set this??
I'm sure I'll be embarassed by a simple answer ... but I can't find it.
