1) Normally, only one Question per thread please; hoewever, these are somewhat related (and only a marginal amount) I'll try to provide some guidence.
2) iPad access to your database will be difficult at best at this point in time. Your only real hope is the web-based application via a sharepoint server. Nothing else I've seen so far will run VBA, forms, etc... on the iPad at least for Access.
3) Webbased, is a tad open for intreptation.
3A) Web Based Applicaiton:
a) The Web Application.. With ACC2007/2010 you are going to be limited mostly to a sharepoint site (

http://office.microsoft.com/en-us/ac...010030832.aspx )) Therefor, you are either going to have to host your own sharepoint server or find a service to host it for you.
b)) Converting a polished desktop Access application to a sharepoint web application is not straight forward. Traditional table relationships do not transfer, you have to use the evil table level lookup fields. Very little if any of the VBA code will work... actually, none of the VBA code will work... you will have to recode everything to the MACRO language and even then that is VERY limited in scope and applications. You'll basically have to start from scratch.
3B) Or Webbased being access via a VPN or remote desktop:
a) Neither of these are your friend. Perfomance may lag.
b) VPN where you keep the front end on yours and any other client is most likely the better option than attempting to use remote desktop or other methods.
4) Security, we can not offer advice for security... that is something that you are going to have to work out with your IT support staff as there are just too many varibles.
