Problem w/Access changing Tab selection on Custom Ribbon

I have a customized Ribbon for Access 2007 with various buttons that open different forms. When opening certain forms, none of which have their own custom ribbon assigned, the selected tab is reset back to the first tab on the ribbon. It does not appear as though the ribbon is being invalidated and refreshed because none of the initial property setting callbacks for the ribbon are being called. Strangely it only happens with certain forms and not others, although I have not been able to figure out why.

Does anyone know why this is happening and how to stop it?

I'm not running Access 2007, and know next to nothing about it (other than I'll wait until at least service pack 2 comes out to fix the majority of the bugs it has before buying or trying...)
