Is it possible to change the font colour of the page names on a tab control,
in code or otherwise?

It isn't possible to change the font color of a tab control. It is
possible to create your own tab control, where you could use any
colors you wanted, but it isn't easy. All of the screen controls
would have to be positioned and made visible through code; when the
user clicks on a button designed to look like a tab.
