Ok, so maybe this is way off the wall...and I realize this is more of a
MS Windows question than an Access question, but here goes...
Is there a way to grant an Access application itself admin rights when
the user is not a local admin on the client machine? An issue comes up
when using Outlook automation that if the user is not the local admin
then the automation code fails.

No, you can't grant an application rights that pertain to a user. Perhaps
you might do something with Windows APIs, but
(1) You would, indeed, have a better chance
of getting an answer about _how_ in one
of the Windows newsgroups, and
(2) I doubt your system administrators would
agree to that kind of thing, even if it can
be done.
Maybe if you described what you want to do using Outlook automation, someone
could suggest an alternative.

No, you can't grant an application rights that pertain to a user.
Well, that's not entirely true. You can use the RunAs service in a
shortcut to run as a user with greater permissions, but the username
and password is going to be visible in the shortcut, so it's not a
very good thing.
But it can be done.
I don't know what the situation is these days with Outlook
automation as I long ago concluded that tying my clients to such an
awful email client was punishment that I wasn't going to inflict on
them.
