Error when trying to create a database - A97

I cannot create a database. (A97)

Not with *any* name I try! I get the following error:

The Database 'C:\Documents and Settings\db1.md b' you tried to delete
and replace is read-only and can't be deleted or replaced.
Enter a different name for the new database.

My system and Installation:
I am using a new Dell workstation with WinXP Professional

I have installed:
A97 SR-2 with ODE97
A2k SP-3 Office Premium Edition

Files structure to keep versions separate:
C:\Program Files\Microsoft Office97\
C:\Program Files\Microsoft Office2k\

A2k works fine.
A97 will *not* create a database. I can only open an A97 database if I
first open A97 then do a menu [File] > [Open], and navigate to the
file.

In the past I could open an A97 database by double-clicking if A97 was
the last database I worked in.

What I have tried: I did a 'Reinstall' (without an uninstall) provided
from the Add/Remove programs and the CD.

I have worked with both versions on the same machine for three years
with no problem. Why this now?

What do I do next?
