Version Conflict with Package & Deployment

After I use Access 2K Developer to package and deploy, and then when
installing the application that was packaged, I get screens that say:

Version Conflict
A file being copied is not newer than the file currently on your system. It
is recommended that you keep your existing file.

It then says file name and offers you to keep or not keep the file. I found
it doesn't make a difference what you pick but this dialog box can look
scary to a user.

Is it possible to avoid gettting this message? Office 97 developer didn't
do this.
