How to control other computer from using the internet

I've a network of 7 computers. The Idea is to have one that allow or denied the other from using the internet "http"

Does the IIS configuration is a way to do that ...
I'm using windows XP and we are sharing a connection
please any keywords or method to start my research ... thank you

I would recommend setting up a VPN connection in between gateway routers (I'm assuming this is not a very complicated network...). The two types most commonly used now are IPSEC and SSL. That should get you started.
