Is it possible to read a Hebrew file and map it a LCD ASCII if i know the LCD ASCII

hi,

i am too new for this. i have to read a Hebrew string from a file and then try to map it to a ASCII set given by a LCD manufacture. i am trying to do with little knowledge i have with C# basically i would for microcontrollers. please give me some light on this issue.
