Why is a / slash in a file path for windows example

Example: "E:\Program Files\some folder\another folder/logs" the question is why can that forward slash be in that file path and work? Or is this a mistake in the config file and needs to be changed?

PHP in windows can work with both / and \. otherwise applications/libraries wouldn’t be portable between OSs.
