Why XML with XLIFF?

Hi all,

I'm new for this group and I have some quesitons about XML with XLIFF.
1) I need to create a XML file with XLIFF.
2) How to create a xML file with XLIFF using C#.Net?

If anybody say answer to my question i should be happy..
