Yes, you can add a refernce to project1 in project two, then create an
instance of a form contained in project 1.

Just created two projects. A form in each. Button on first (main) form
created new form of type from the second app. Made the owner of the new
form the main form. Then show. All works. If I close the main form then
all new forms (caused by button click) are closed. If I minmize the
mainform then all forms are minimized.

Seems to work fine.
