Does Directory need to be refreshed?

I'm debugging a complex program that is hard to follow but I think what is
happening is that a Directory.GetDirectories(ZZ) works ok but then a new
folder is created in ZZ and later another Directory.GetDirectories(ZZ) is
called. I believe the new folder is not returned with the others.

Does that seem likely?

Does Directory need to be refreshed?

If so how?

I think there are other things going on like the new folder is not created
where it is supposed to be.
