SYSTEM.REFLECTION Bringing up wrong version of DLL

I have written a vb.net executable to launch a DLL file from a
webserver. When the executable is run, the wrong version of the DLL is
showing up on my PC. However, the webserver exists on a different
domain than my PC and users on the same domain as the webserver are
getting the correct version of the DLL file. Appears to be a caching
issue on an intermediary...Possibly the proxy server??? I have tried
on PC's that have not run the executable or DLL before, ruling out
caching of the DLL on the user PC. Any Ideas????
