vb.net 2003: .ascx ibuyspy portal problem

The below problem is occurring in Visual Studio .NET 2003 in a Ibuyspy
portal project:

I've been running into some really strange problems adding a .ascx file to
my ibuyspy portal project. I have created a new .ascx file, and copy &
pasted some controls from another .ascx file into this new file. I've
verified in the .HTML that the correct .ascx file is referenced (i.e. in the
code behind and inherits attributes). In design, the .ascx file looks
correct and the code-behind also looks correct (as to imports statements,
inherits statements, class definitions etc.). I compile the code and it
looks like it's running correctly but when I step through the Page_Load sub
(which is correctly setup w/a handles statement) it's as if the code that is
running isn't what I'm looking at. In my step-through of Page_Load comments
look like they're being executed (i.e. the single steps stop on comments),
whole sections of code are skipped over (when stepping thru via F-11) and
methods which aren't being called at all are being executed. I also get
breakpoint errors (something along the lines of "the following breakpoint
will never be hit because the symbols for this document haven't been
loaded"). I'm at a total loss. Does anyone have any ideas?
