.NET 2.0 framework wont deploy!

When i try to deploy the .net framework as microsoft stated in their
deployment guide for it in group policies, when it tries to install it fails
with an 1: ALLUSERS not set to 1 MSM failed.. I despriatly need to deploy
this through AD to every server in the netowork (a lot of them) along with
all workstations... it worked for .NET 1.0 and 1.1 why wont it for 2.0?

You need Windows Installer 3.0 or later. Without it, you get strange and
misleading error messages in the system logs.

In that case, try running the installation from your deployment source. See
what error you get.

no errors if you run it manually

What happens if you try with a brand new build (started with a format)?
Something is obviously getting in the way of the deployment and I'm now
guessing.
