combine jpg files and convert them into one pdf

I would like to combine several jpg files and convert them into one pdf
file.
How do I do it in VB.net (2005) ?
Is there a tool that I can run via command line (shell) that can do it ?
Is there 3rd party .net component for that ?

Have a look at DynamicPDF: http://www.dynamicpdf.com
Althought not free, I was very pleased about it when using it.
