Tooltip and forms with no controls, and multiform application

Can a tooltip be set for a form with no controls? And how can tooltips be set
for an application with multiple (non mdi) forms open simultaneously?

My application displays a full screen picturebox with several other small
forms in front of this (sort of like sprites), all of which have the
picturebox form as their parent. Previously, the smaller forms were enabled
as pictureboxes within the larger form, but to overcome transparency issues I
decided to make them into separate forms (ie, they were not transparent to
each other). In this previous format, the tooltip I set up worked very nicely
when it hovered over any of these elements, but since turning them into
controlless forms with only a background picture, the tooltip no longer
works, not even for the parent form and any of the other controls that remain
on it.

I've tried creating new tooltips in each of the subform constructors, and
also setting the tooltip SetToolTip value in the OnMouseEnter event for each
form, but the tooltips stubbornly refuse to show at all.
