Foreign Language support (Globalization)

I am looking at supporting several languages. While Globalization using
resx files seems wonderful producing those resx files seems a bit
complex using Microsoft's methods. certainly I would not want to let a
non software type loose on Winres.

Are there are any other methods, where I can supply the translator with
a simple text file (Control name, text etc) and re import that to a resx
file?
