Incremental builds

Is it true that the "incremental build" option in the IDE does not actually
make any difference to the vb.net compilier behaviour?

I've seen conflicting reports via Google (someone saying it makes bigger,
slower binaries; someone saying it makes no difference to builds, etc.), and
just want some clarification as to the availability of this feature -- for me
it doesn't *appear* to work, but I may be missing some subtlety?
