Loading dll Library

I've written a program that uses a dll written by someone else. I use the
Declare statement to declare the functions in the dll. My program is
specifically designed to use the dll. My question is this. The dll that I'm
using should already be on the computer that I want to install my program to.
Is there a way to tell my program where the dll is and load it. The Declare
statement requires a string constant but the dll is not always at the same
location on the different computers.

'Delcare' will find the DLL if it's in
the application's folder,
the current directory,
the system folder,
the Windows folder,
and a folder included in the 'PATH' environment variable.
