Manipulating Local User Accounts Remotely

Is there a way to remotely add/change/delete Local User/Group accounts
remotely from VB.Net? We have a utility that would allow us to add a
username to a local "netop" group on a PC. This then allows that user to
remotely control that pc via netop. I would like to expand on this utility
to be able to view the local users/groups on a remote pc, see which groups
the user is assigned, see the users assigned to each group, and be able to
modify the assignments.

Are there any snippets around that would show me how to do this?
