~ is just your home folder and ~ = /home/user or '$HOME'

If you do not tell Unix where to find a file by giving it a specific path, then it will search your $PATH variable. Since the .cshrc files can be different from user to user, you want to tell it to use yours, thus, why the ~ for the home directory is on the beginning.

Regards,

Jeff
