How can we decrypt the encrypted stored procedure in sqlserver 2008

There is no way to do it with SQL Server commands alone. And because decyrption is about breaking protection that someone used for a reason, I can't conscionably tell you how to get around it. If you have a legitimate reason to see the unencrypted stored procedure, for which there is no way that I would be able to confirm or deny, then you will have to hope the original creator saved a copy elsewhere.
