Replication component not installed problem

Hi all,
I am trying to set up a publisher on sql server 7 on Windows NT. When I
select a database and try to create publishing by selecting 'configure
publishing and distributor..' from the Enterprise Manager menu, nothing
happens. No error message, nothing.
when I use the script to create the publisher, the error message I get is '
Replicaiton component is not installed'.

How to find out if replication component is really installed or not? Is it a
NT service?

Your help will be highly appciated.
