SQL 2000: Users, Roles, Permissions management

I am in need of a utility (stored procedure, third party app, etc)
that will help streamline the process of managing and auditing object
permissions, users and roles on multiple sql server 2000 instances
with multiple databases on each instance. That's a quick overview of
what I need, do I need to be more specific?

What specifically are you looking for in the way of support for multiple
instances and./or multiple databases? Do you need to compare things across
these boundaries to see if permissions are setup the same? What do you need
to do beside just having a whole bunch of different places where you need to
do unrelated user/role/permission tasks?

Yes, I would like to be able to compare things across these multiple
instances to see if permissions are setup the same. In addition to
being able to more easily view the user/role/permissions, I'd like to
be able to modify roles, object permissions and database permissions
as I see fit. That's basically it.
