Enable/Disable Job through another job

Is there a way to enable/disable a job through another job? basically this is my scenario.
i have a job that runs daily to check a status of a queue. if the queue is less than 500, it quits. If it's 500+ it sends an alert to a specialist (personA) that clears the queue.
what i want to happen is to alert personA if there are 500+. If personA doesnt clear it, i want it to alert another specialist (personB) if the queue reaches 700+.

so what i was thinking, is to have the 500+ job, enable a 700+ job and for it to also disable the 700+ job if it is less than 700 items.

Or maybe there is another way to satisfy this scenario.
We are running SQL2K and SQL2K5 DBs.
