wxSplitter help

At the moment I am having a problem trying to get the splitter to change from vertical to horizontal. Heres the code I have at the present:

def ToggleSplitter(self , event) is where I am currently working...When you go to Preferences and then ToggleSplitter the splitter should change but the way it is now doesnt seem to have any effect on the splitter, I have also tried to use the line below it which is commented out and it seems to just hang the splitter....any help would be greatly appreciated, thank you!
