Triggers don't act/ fire on System date. They fire on transaction/events like insert, update or delete on a particular table for which trigger is written. However, jobs inside Oracle DB can be done using DBMS_JOB and DBMS_SCHEDULER. But they do not print a birthday card (no automatic printing interface).

What you need is an scheduled task/application or batch file (using Windows Scheduler) (Cron Job in Unix), which will do this work which will check for system date change and fetch necessary info from DB and print a birthday card.

You need to provide table info. where Name, DOB and message related to birthday wish are stored.
if you post these info., our friends in this community will help you out.
