Oracle Vs. Ms Sql: Comparing Date To Variable

I use the following code in a WHERE statement to access a Oracle database and return selected rows based on an employee's effective date:

<cfif isDefined("year")>
and b.eff_dt like '%#year#'
<cfelse>
</cfif>

What would be the equivalent on a SQL Server database? and where in the query would it go?

Please help! Thanks in advance!
