best reporting tool?

What are the best tools/apps for creating spreadsheet reports
generated using an Oracle database? Considerations include cost,
simplicity of use, flexibility and reuseability of output (XML?),
etc.. Also, please offer any thoughts on importing delimited files
into Excel and recording macros to create templates.

These are pretty vague requirements. Are you worried primarily about
exporting data into spreadsheets from Oracle or generating reports.
These are two different questions. Do you want the reports in Web
format? How big will the implementation be (1 user, 100, 1000).

It is impossible to answer your question without more details.
