Net Framework 1.1 & 2.0

I have an XP PRO system running SP3. Net Framework 1.1 and 2.0 is installed.

When I get into a commercial application with the user's name when I am logged in as Administrator on the XP operating system the application works fine.

When I get into a commercial application with the user's name when I am logged in as that user's login Id (not an administrator of the machine) on the XP operating system the application gives me an error that Net Framework is not installed.

It seems to be a system rights issue, but I never have setup any rights for Net Framework so I do not understand why I am getting the problem. I do not want to make the user an administrator of that XP system. What do I do?

Are you telling about one computer with different users? If so, it must be something else not .Net framework problem, because when .Net framework is installed in a machine, it has nothing to do with users.
I think windows generates an error generally on similar issues, so it may mess up. Your program may have to access to some resources that only admin can do, or something similar.

Try to google the problem, you may find solution.

Does network service account have modify permissions on the framework folder? Had this problem on a recent install and that fixed it.

If the application you are running is not on a local drive (like maybe its on a network drive) there are seperate security settings for it. Maybe something is different with those?
