I am using this code to loop through the SQLDataReader.

If drResource.HasRows Then
Do While drResource.Read
'Here I have to check whether there exist next read.

How can I check there is a next row

the Read() method of DataReader returns a bool value, which indicates whether there is any record to read, so:

while (dr.Read())
{
//Get data
}
