Is this code singleton ??

Hi,

I have the following code which I'm using to cache some data from the database. I know that I don't create an instance of the class in my code but I still think (and asking you to validate) that this code is indeed singleton and won't get created more then once in my app domain (asp.net).

Any comments will be appreciated.

public class SMSMessage
{

private static DataTable dtMessages;

public static string GetByID(int id)
{
DataRow[] dr = dtMessages.Select("code=" + id.ToString() );
return dr[0]["sms"].ToString();
}

private SMSMessage()
{}
static SMSMessage()
{
dtMessages = DAL.Messages.GetSMS();
}

}

Would be more singleton if you use a static class.
making it static does make it singleton, but there are some very minor details, which are high level.
