Resizing pictures/Vista Home Basic-can't do it anymore?

The first bunch of pictures I downloaded to my computer I could resize by
right clicking and the drop down menu would have an item that seaid resize. I
resized to a large email format, saved that resized picture in the pictures
folder and then sent a bunch of pictures. Now, when I just downloaded my
second bunch of pictures, the Resize function no longer shows up on the drop
down menu when I right click on a picture. Any ideas? Thanks!
