Unable to reinstall, repair, nor uninstall VS2003

I am getting an error message when launching VS2003. It says "MS
Development Environment has not been installed for the current user.
Please run setup to install the application." I used "Add/Remove
Application" first trying to reinstall it, but an InstallShield message
box showed up saying "Command line parameteres: /L language ID, /S
Hide...." etc. When I click OK then nothing happened. Then I ran the
setup from my original installation point on my hard drive. Whe the
"Visual Stuido .NET Maintenance" window showed up only enabled option
is "Uninstall Microsoft Visual Studio .NET Enterprise Architect 2003".
The other two options "Add or Remove Features" and "Repair/Reinstall"
are disabled. So I clicked to uninstall. Then another message showed
up saying "Setup is unable to determine a valid ordering for the
installation. See the error log for further details". I cannot
repair, reinstall, or uninstall. Does anyone know what is going on? I
don't have any previous version of VS and this is not an upgrade
either. This seems to happen after I installed .Net Framework 2.0 and
VS2005. I removed VS2005 and Framework 2.0. I still have the problem.
