Unable to get developer's token

Hello.

I downloaded the Microsoft.com Platform .NET Web Service SDK. It tells you
to go here
http://msdn.microsoft.com/webservice...s/default.aspx

to get a developer's token. When i click on "Get Your Developer's Token to
Access the Microsoft.com Web Service", it just gives page cannot be
displayed.

Is this service still available ?

Any help would be greatfully appreciated.
