.NET error: File or assembly name xxxx or dependency not found

I am currently creating a .NET wrapper to update some C++ code. This code
uses the libraries for the BEA Message Queue, which may or may not be
relevant. I am creating a .dll file in Managed C++ and then trying to link
to that .dll in a C# windows app. Everything compiles fine, but when I run
the program, as soon as the class referencing this old code is declared, an
exception is thrown with the following message: "File or assembly name
testDMQ, or one of its dependencies, was not found."

The odd thing is, this program stub runs fine of the computers of two of my
co-workers. I examined the .dll's dependencies with the .NET 1.1
Configuration Tool in Administrative Tools. For this particular DLL, I am
told "Unfortunately, the .NET Framework Configuration tool cannot show this
list of assembly dependencies for this application due to an error during the
generation of the list." This is not the case on anyone's computer but mine.
I tried uninstalling the 1.0 and 1.1 Frameworks and downloading the 1.1
Redistributable Package, SDK, and SP1 for 1.1, but I am still getting the
same errors. Does anyone have any idea what is going on, and what I can do
to fix it?
