Missing MSCMCENU.DLL file

Hi,
When I run an application, I get an error message :
File not found upon search on DLLs in abcd.exe:480
C:\WINNT\system32\MSCMCENU.DLL

I have XP SP1, and this file does not exist on the PC. It doesn't exist on
many other PCs on XP either. Websearch doesn't yield any results either. Does
anyone know what this file is?

PS: I am not too sure if it is .NET framework related question, but since
the app uses .NET Framework, I thought I would post it here.
