Quick.....Impersonate needs r/w access?

I am impersonating a user in order to access .tif images and
display them in a webform. When I ran the app. it errored
telling me that the user did not have rights to:

C:\WINNT\Microsoft.NET\Framework\v1.1.4322\Tempora ry ASP.NET
Files/.......................'temp filename.'

Is this due to caching and is it not unusual to receive this error?
I gave the impersonated user r/w access and then all ran as expected.
