Winforms and reverse engineering

Can Winforms be reversed engineered from PEs (generated code)?. If yes,
then how do you stop someone from stealing you GUI designs in a
commercial application say?

Yes it can
There is some software to do exactly that

To *obfuscate* code are some tools like
Dotfuscator (http://www.preemptive.com/products/dotfuscator/) it cames a
free version with your vs2001/vs2003 to try out

or

Spices.Net (http://www.9rays.net/)
